📢 Petition: Stop the Displacement of Regent Park Tenants and Uphold the Right to Return

Regent Park is Canada’s oldest and largest public housing community, currently undergoing multi-phase revitalization. Since the beginning of this process, the City of Toronto and Toronto Community Housing (TCH) made clear commitments to a Right to Return for all TCH tenants displaced due to redevelopment.

These commitments were made in good faith to ensure that tenants would not be permanently removed from their homes and community, and that the revitalization of Regent Park would be inclusive, equitable, and centered on the needs of the community.

Despite these promises, many Regent Park tenants—particularly students, seniors, people with disabilities, and families—are facing displacement due to the lack of suitable Rent-Geared-to-Income (RGI) housing and local transfer options. Tenants are being offered units far outside Regent Park, jeopardizing access to health care, education, cultural supports, and vital social services that are embedded within this community.

Background

Regent Park is Canada’s oldest and largest public housing community, currently undergoing multi-phase revitalization. These commitments were made in good faith to ensure that tenants would not be permanently removed from their homes and community, and that the revitalization of Regent Park would be inclusive, equitable, and centered on the needs of the community.

What’s at Stake

  • Students are being relocated away from their schools and support systems, affecting their academic and emotional wellbeing.
  • Seniors and individuals with disabilities are losing proximity to trusted health care providers, meal programs, and accessible infrastructure.
  • Families with deep roots in Regent Park are forced to leave their community networks and services behind.
  • Newcomers, Indigenous, and racialized residents risk losing access to culturally responsive programming and frontline community supports.

 

These displacements are not inevitable—they are the result of planning choices. And they are in direct conflict with the City’s stated equity goals, commitments to the Right to Return, and its obligations under Toronto’s Housing Charter.

Our Demands

We, the undersigned, call on TCH, Mayor Olivia Chow, and the City of Toronto to:

  1. Fully uphold and enforce the Right to Return for all Regent Park TCH tenants displaced due to revitalization.
  2. Immediately increase the supply of Rent-Geared-to-Income (RGI) housing in Phases 4 and 5 of Regent Park to meet growing need.
  3. Create local transfer options for seniors, youth, persons with disabilities, and other vulnerable tenants who cannot safely remain in their current units but wish to stay in Regent Park.
  4. Provide transparency through regular public updates on TCH transfer waitlists, unit allocation, and relocation processes.
  5. Ensure meaningful community consultation with tenant-led organizations such as RPNA and RPTRA before making decisions that affect long-term residents.

Displacement is not revitalization. The promise of Regent Park’s renewal must not come at the cost of pushing out the very people who made this neighbourhood strong.

    I live in one of the condos here in regent park and I categorically want my neighbors, those promised they could return, to be able to do that. Bring them back, make it affordable for them to live in their neighbourhood. Otherwise what was this project for?! It would be a massive breach of trust for them and us, those who understood the kind of neighbourhood we were promised here. It would be completely against the concept of community to not offer a sustainable way for these folks to come back to their own neighbourhood. Change this now.

    The city should remember why this revitalization was commissioned in the first place; for the people, for the community. Continue to remember this and ensure that the people and community is able to benefit from this revitalization.
